What remains controlled?
Governed editorial capabilities, Ask/AI capabilities, provider configuration, activation controls and production feature gates remain subject to review and controlled rollout.
Why the distinction?
A public surface can be live without every governed subsystem being fully opened. The project keeps those boundaries visible rather than implying universal production availability.
